Dr. Carter is a native of Lake Charles, Louisiana, and has served in academic, critical leadership, medical research, and program management positions. He has taught biology at the undergraduate and graduate levels for over 20 years and had an extensive career in academia and the government. His research has focused on the physiological responses during periods of acute and chronic stress and extreme environments. He received his PhD. in Biomedical Sciences and Master of Public Health (M.P.H.) in Epidemiology from the University of North Texas Health Science Center, master’s degree in Biological Sciences, bachelor’s degrees in chemistry and biology, and is a Distinguished Graduate of the U.S. Army War College (master’s degree in strategic studies) and was awarded the USAWC Foundation Award for Outstanding Strategy Research Paper. He completed post-graduate studies at Harvard School of Public Health and published over 100 peer-reviewed articles.
He lives in central Texas. He has lived in Florida, Louisiana, Massachusetts, Maryland, and France. He loves traveling, cooking, fishing, and exploring with his family.
